Aboriginal Peoples Television Network (APTN)

Overview

The Aboriginal Peoples Television Network (APTN) is a national Canadian broadcaster that produces and airs programming made by, for, and about Indigenous peoples. Licensed by the Canadian Radio-television and Telecommunications Commission (CRTC) in February 1999 and launched on September 1 of that year, it is the first national Indigenous television network in the world. Its programming spans news, drama, documentary, children's content, and language programming in English, French, and approximately 28% Indigenous languages. It reaches more than 11 million subscribers and is carried on all Canadian cable and satellite basic service tiers under mandatory CRTC carriage rules. It is funded primarily through wholesale subscriber fees mandated by the CRTC — a structure that makes it less dependent on government grants or advertising than most comparable broadcasters.

Predecessor: Television Northern Canada (TVNC)

APTN's direct predecessor was Television Northern Canada (TVNC), which launched on January 21, 1992, as a satellite-delivered service covering Canada's northern territories. TVNC was owned and governed by a consortium of 13 Indigenous communications societies operating across the North — the product of the federal government's Northern Native Broadcast Access Program (NNBAP), which had funded Indigenous radio and television production across the North since 1983. TVNC demonstrated both the demand for and the Indigenous governance capacity to sustain a national Indigenous broadcaster. By the late 1990s, TVNC's board identified the opportunity to apply for a national CRTC licence. The network ran a public naming contest for the proposed national service (the winner received a Sony VCR); the result was the Aboriginal Peoples Television Network.

Licensing, Funding, and CRTC Status

On February 22, 1999, the CRTC announced it had approved APTN's application for a national broadcasting licence and granted mandatory carriage on cable and satellite basic service tiers, requiring every licensed distributor in Canada to carry the channel and collect a per-subscriber fee on APTN's behalf. This subscriber fee model, which began at $0.15 per subscriber per month in 1999 and reached $0.35 by 2024, gives APTN a funding base that is structurally independent of both government appropriations and advertising revenue, though APTN supplements subscriber fees with advertising. The CRTC classifies APTN as a Category A specialty channel on par with CBC Television, Radio-Canada, and TVA in terms of licence status. Its mandatory carriage has been periodically reviewed and affirmed, including at a 2013 CRTC hearing examining basic service distribution, after which the Commission confirmed APTN's continued mandatory status.

News Division and IndigiNews

APTN National News is the network's flagship daily newscast, covering Indigenous issues, communities, politics, and current affairs across Canada. It launched as a weekly newscast in 1999; its first news director was Dan David. The newscast is now daily. In 2020 APTN co-founded IndigiNews as a joint venture with The Discourse. APTN served as a co-founder and early institutional partner of IndigiNews until the outlet was acquired by Eden Fineday's tâpwêwin media in January 2025.
